Notice Regarding CPSC Regulations for Shipments to the United States The operational enforcement of CPSC (U.S. Consumer Product Safety Commission) regulations has begun. If you have purchased products with HTS codes listed on the CPSC target list, we recommend that you delay shipment until the implementation and enforcement procedures at U.S. Customs become clearer. Customers affected by this regulation are being contacted individually with specific guidance.

If you understand and accept the associated risks and still wish to proceed with shipment, please use one of the following shipping methods:

EMS - DDP (Delivered Duty Paid)
Air Packet - DDP (Delivered Duty Paid)

Please note that if a shipment is sent via DHL and is held by U.S. Customs, you may be required to choose destruction of the goods. In addition, substantial storage fees and other related charges may be incurred.

Temporary Measures
Please consider one of the following options:

1. Ship products with CPSC-targeted HTS codes separately from non-targeted products.
2. Use domestic shipping within Japan and receive the products in Japan.
3. Have us hold your products until the situation becomes clearer.
4. Cancel shipment and dispose of the products.

Customs Risk Disclaimer
While we make every effort to ensure that customs declarations are completed accurately, we are unable to prepare CPSC compliance documentation. As a result, U.S. Customs may, at its sole discretion, detain, seize, or confiscate shipments that require CPSC-related documentation.

The decision whether to proceed with shipment is entirely the customer's responsibility, and customers should carefully assess the risks before requesting shipment.

For products where an alternative HTS code has been identified and confirmed, we will declare the shipment using the alternative HTS code where applicable.

Abolition of the EU Duty Exemption for Goods Valued Under €150
As of July 1, 2026, the EU has abolished the duty exemption for imported goods with a total declared value of less than €150. Under the new rules, a customs duty of €3 per HS code will be applied to items contained in postal shipments. As a result of this change, disruptions and confusion have arisen regarding shipments to the EU sent via Japan Post EMS, Air Packet, and DHL services.

The affected countries and territories are as follows:
Ireland, Italy, Estonia, Austria, the Netherlands, Guadeloupe, Cyprus, Greece, Croatia, Sweden, Spain, Slovakia, Slovenia, the Czech Republic, Denmark, Germany, Hungary, Finland, France, French Guiana, Bulgaria, Belgium, Poland, Portugal, Malta, Martinique, Monaco, Latvia, Lithuania, Romania, Luxembourg, and Réunion.  while we monitor actual customs clearance conditions.

Regarding the CPSC Regulations for U.S. Customs Clearance Effective July 8, 2026
For shipments exported to the United States, products covered by regulations of the U.S. Consumer Product Safety Commission (CPSC), such as children's toys including figures, stuffed/plush toys, and anime or character-related merchandise, may be subject to inspection during customs clearance. If a product is found to be non-compliant, it may be held, denied entry, recalled, or otherwise subject to regulatory action.
Although the official enforcement date is July 8, 2026, it appears that preliminary reviews have already begun in some cases.
As of now, we have not experienced any issues related to these regulations with shipments sent to the United States by our company.

From June 1, a new category “E-commerce goods” has been added to international mail forms. We will declare it as "E-commerce goods". This change applies only to international mail (not DHL). Please let us know if there are any issues.
